In a word - No.  If you are a one-person band you can use Proteus, and if you work for a multi-national company with over 5,000 users, Proteus is for you too.  Setting it up for a multi-national might take a few days whereas setting it up for a single person will take a few minutes.  Other than that, it's the same.
